MLB submitted its first hard salary cap proposal since 1994 to the Players Association, setting the cap at $245.3M including benefits — below the current payrolls of eight clubs. The floor of $171.2M would require 12 teams to add payroll. Combined, the proposal implies a net $39M reduction across the league. The 1994 cap dispute triggered a strike that wiped out the World Series, and the 2021 CBA talks ended in a 99-day lockout after a similar floor/cap framework was rejected.
